Bill to ratify UPC Provisional Application Protocol enters Bulgarian parliament

The National Assembly of the Republic of Bulgaria (the unicameral parliament) has published here that a bill to ratify the Unified Patent Court (UPC) Agreement’s Protocol on Provisional Application (PPA) was submitted to it yesterday by the Council of Ministers. This follows the Council of Ministers’ decision last week (reported here) to propose to the National Assembly that it ratify the PPA. The next step is for the bill to be distributed to one or more standing committees for discussion, and the lead committee to submit a report to MPs.

Currently Germany and two other countries must consent to the commencement of the UPC’s ‘provisional application phase’ (which will allow final preparations for the start of the UPC system, such as recruitment of judges, to be completed), and Bulgaria’s ratification of the PPA  would constitute its consent.
